Has voice and then the siren around 1:46 shuts off suddenly.

Its an older model WPS 4000 series due to its higher pitch. Also for future reference remember the Vortex is a TONE ONLY siren and doesn't have voice capibilities. So if it is a rotating Whelen that does voice its a WPS 4000 series siren.
