So a 2001 and a Thunderbolt 1000 it sounds like? Both very close by, is the 2001 a replacement, and that "1000" just isn't deactivated yet?

EDIT: I found both sirens. The 2001-SRNB is just over to the left of the courthouse, while the Thunderbolt is very close, at the corner of E Broadway & S 6th St.

There have been a lot of news reports describing the malfunctions of a certain tornado siren in the system. Sometimes even the entire tornado siren system. This video (not the one I'm talking about) caught the audio of a siren testing on camera (not a malfunction, just a test as Andy said earlier). I saw this video back in June of 2013.

The heck are you talking about? The original video is out of Columbia, MO. That link about malfunctioning sirens comes from a station in Columbus, OH about sirens in Frankfort, OH.
