I was with a good friend of mine who is a master electrician and a firemen who is bidding on replacing all the EMT conduit on this installation. We checked voltage, and it is currently wired for 240 volt 3-phase. This Thunderbolt is controlled by what appears to be a Federal Controller outside, and an AF timer in City Hall. There is also a stop start button in the fire hall that activates only Alert on the AF timer. The firemen like to play with it when they are bored. The AF timer is still wired up to control the siren, while it appears the FC is just being used as the radio. This Thunderbolt will undergo complete restoration if the city approves the bids.

Where is the RCM3 panel? From my understanding, there should be an RCM1, RCM3, and an AF/radio timer.

All of those are there... The Rcm3 is the box with the relay and flasher.

I see the flasher unit box, but what I am asking is where is the box at on the picture of the outside of the building.

Did you not notice the AR is inside and the FC controller (small gray box)--the new radio--is outside? The OP states as much.

OK, so, the AF and radio are separated, and the former AF/radio box becomes the RCM 3?

No. No. No. The boxes on the exterior were always there except for the FC which was obviously added later. The siren didn't have to be controlled by a radio before that FC was put in. It may have been landline activated or it may have always been activated locally by the AF./fire station button. Who knows.

That's a pretty nifty little box they got the AF timer in.
