Unknown horn

This has been stumping me for a while they are two horns that are on a fire department in my area I have a video of them going off but I'll upload that soon. sorry for the crap picture we had nasty weather when I took it

Too short and if you look closely the end is flared out like a trumpet I'm not sure what it is but I know it's not a diaphone.
