I think the well pump Thunderbolt was located in Melrose, NY, I've seen pictures of it but sadly they're gone.

Strongly reminds me on the Protobolt (Prototype Thunderbolt portmanteau'd by me). I bet this is due to motor burnout. True?

Pretty much... Ironically the well pump burned up too (I'm tempted to say that well pumps require to be immerged in water to work and also help cooling but this one held up for god knows how long)

Also when it was repaired (fun fact, Eric aka Vanamonde2 was the one to send parts so that the siren could be repaired) the motor's parts didn't exactly match (newer field VS older armature or the opposite I don't know) and as such the siren ran rather....at a unusual pitch.

There's (or was) à video about the siren on YouTube where you could hear it run very slow but can't find it right now.

Is it possible that if the Allertors were to go off, would the ones sitting so low (and on a light pole at that) only be able to do a partial rotation?

It is a fixed siren, there is no rotator mechanism on that one.. it just faces whatever direction it is mounted in.

Well if they only need sound going in that general area it's a no-brainer.
