Is it possible for me to get a Whelen E-969 just to collect for memorabilia/display purposes? Could I just gut it of it's electronics so I don't accidentally set a siren off?

Encoders sometimes pop up on eBay. That'd be your best bet. You couldn't set anything off without it being hooked into an antenna set to broadcast on the proper frequency. But I don't have to tell you how illegal that would be.

I see a Whelen E-864/M on Ebay but that's EXTREMELY expensive. But I like how it's refurbished by BuCom, that's a company in my local area that installed my town's system and maintains the encoder.

Did you ever locate an encoder?

Yes I did, from EWSRules. I got an E-969 encoder, and I also am hoping to get an E-2010 encoder as well from Magnum Electronics.
