I have pondered this for a while. During the Cold War many countries established a unified nationwide siren system. Why didn't the USA never do the same?

....We did...it was the Civil Defense program...no, there was not one button that could get pushed that would activate every siren in the U.S.A (imagine if that button had issues  ) ...teletype from the U.S Dept. of Defense that could/would be sent to every agency responsible for the sounding of the sirens in its respective area(more than likely the dept. of state defense for every state)....a response from the agency back to the Dept. of Defense acknowledged that the teletype was received and acted upon.

The NAWAS system of phones probably can be considered unified warning.

The use of CONNELRAD (precursor to EBS) would have been considered warning of imminent attack.
