Heres the siren I live like right next to! It's a Whelen Vortex R4 Siren. Used to be a fin back, it blew off though.

The fin didn't get blown off, it was taken off of it when the siren received a rotor retrofit kit to upgrade from the old belt drive to the modern gear drive. I'm not sure why only some of them had the fin removed when they did the retrofits on all of the old belt drives, but it seems to be about a 50/50 mix of ones that had the fin removed versus those that didn't. Believe me, with the way that those things are attached to the back of the driver housing on the siren, they would have much bigger problems if one truly did get blown off.

Looks like Siren #57 at Vaughn Elementary School in Acworth.

Side note: Merged the original post from the separate "2810 photos" topic with the Vortex topic to prevent cluttering from multiple and similar posts.
