Looks pretty standard to me. Euro power stations and chemical plants usually import sirens for their warning systems, at least to my knowledge (The same happens here in England)

That wouldn't be France though, now would it?
Anyways, I'm sure there are other American sirens in France. They're not common around Europe (with a few exceptions such as Denmark and the Netherlands), but they seem to pop up now and then.
