The sirens heard in the OP's link are Modulators. The Allertronics are part of Kodiak's system, which consists of a mix of newer and older AL-4000's with analog and digital controls. The newer units are actually dual tone like the 8000's in Rockwall, TX. They're the digital first dual tone electronic sirens I've hear from ASC doing something other than alert. They still use the same 6/7 tone ratio that the older ones had.

Here's a digital one in attack. The camera is on axis with the lower pitched speakers. https://www.youtube.com/watch?v=msFxeJk_ViI

That segment was a Japanese video so it's those Japanese sirens that you hear in the tsunami warnings etc.
