The Colony, TX Update: Attack=Ineffective?

Then you may have the question. Why exactly did they set these off? Answer: The Colony has done some major upgrades to the system. To ensure the system will work, they have a new testing schedule:
1st Wednesday at 12pm 90 seconds in "Alert" signal
Subsequent Wednesday's at 12pm 15 seconds in "Alert" signal

Also, people complained they could not hear the sirens in the attack tone. (I'd imagine particularly the 508 since it is abnormally quiet) Consequently, they switched to Alert with the vision that there will be no sweeps in the signal therefore maximizing decibel output. Do you agree with this "philosophy"?
