Radio Activation

I'm needing a bit of help from the ARS Massiv so I decided to make a thread on here to I can be sure to get a reply and be able to find it.

I posted a video in the Media forum of my electronic siren doing a pre-install test before it went up in the air. The siren works fine, it can activate via a button in IT and has worked without fault since installation. The problem I now have is this: Activation.

I had a meeting with the school Bursar about this and we settled on radio activation via DTMF. I have narrowed it down to two products:

The IC DTMF-8 which would work great but is expensive:

And the CSTech 8 output relay board which is very local to me and is half the cost:

Both of these do the same job and have the same functions. The latter is a bit more agricultural when being configured, but it also has its own Morse code generator which can report back the states of all the outputs. Great for diagnostics.

The problem I now have is the radios to transmit the DTMF password then relay number strings and also receive them. This would be all fine and dandy if I wanted to pay for a CB radio licence and have to renew it annually but I'd really like it to just run like this:

I also need to do this on a budget as the DTMF-8 is expensive and so is a new radio.

So how do I go about doing this? What handheld ham radios do you know that can use family radio? Will I have to buy new Baufengs (as that's what is used in the video), or can I find an older, used set that can do exactly as I want (as in, have programmable DTMF strings and can be set to standard 10 etc. channel radio)? Please tell!
