To be fair, that appears to be a plant of some kind. And with how much background noise can be at a plant, you'll want the sirens to be as audible as possible, even if it means installing a few thousand of them every 5 feet.

We have some just like that here. It's all to do with the background noise data people have to factor in, even when there isn't any.

Yeah that plant outside of Borger had an explosion in 1980, no fatalities thank goodness but still I cant blame them for having so many sirens, if that plant were to go today it'd be a lot worse than the chevron fire in Richmond, CA to say the least.

I don't think its overkill considering the fact that its in an industrial area , but if you took a small town with the exact same amount of sirens that close to eachother replaced all those DSAs with P-50s that would be overkill.
