Those are pretty common, and the “siren” is just an electronic fog horn. They use those on things like bouys, offshore drilling rigs/wells, and lighthouses. These are for the purpose of collision avoidance during low visibility. They can get pretty annoying, as the ones on bouys and unmanned structures sound periodically, regardless of the weather. I used to have pictures of the one on the Michigan City, IN lighthouse, but don’t know where they went. I’ve never heard that one, but have heard them down along the gulf coast of Texas.
