Yes, as far as I have seen they still do voice (i'm pretty sure every Wednesday) and it still includes DTMF before, and after the test.
4004s and Vortexes are actually very good for electronic sirens. I can hear mine more than clearly from my house which is about 1 mile away. They're definitely an upgrade from the 3016. If yours is quiet though you might wanna record it. If you heard it from inside your house then it's doing its job. I live about .3 of a mile from one and could barely hear it. A WPS-3000 is about .7 of a mile away, and it was probably just as loud.
