Yes, that is the most common failure mode for those units.
This would include ALL sirens that have the membrane keypad on the front of the panel.
I have replaced the keypads on WPS, VORTEX, HORNET with this problem.
If you encounter this. Please contact the siren owner immediately as not only is it very annoying to the public, but with older sirens it will burn up the drivers before the batteries finally go dead.
The newer drivers will survive the siren running until the batteries go flat and the unit shuts down from not having enough voltage to run. But these are only the ones in the last few years.

I really wish Whelen would go back to the 864 style buttons. They don't seem to have nearly as many issues as the membrane pads do.

This has happened once before with the Dublin Coffman High School WPS-2750 bursting out into hi-lo back in 2016. The user that posted about it actually took a video of it, but it was made private.

Holy bump, batman...

They stopped it due to confusion/ it being an unnecessary part of the test that lengthened it, and many could not hear the voice announcements. I believe that the EMA director that did the voice retired as well.
