Is this some form of Federal Signal's Commander?

I've had this question for a while now. This is Putnam County, TN's siren activation interface. It was setup sometime in 2007. They have Federal Signal sirens with newer radios (FCs, DCFCTBs, SCs). They have 2 Model 5s in the county and an STH that has some older boxes, but I'm willing to bet they've gutted the boxes, and put FCs in them, since it's not rare for cities to do that. Either way, here's their interface system.

No, looks like the CAD interface for their 911 dispatch. That's how the majority of sirens are controlled nowadays.
