I don't think that's how it works. They wouldn't decommission the sirens if they didn't think there was a good reason to, or if they didn't think there was an adequate early warning system to replace it. If there is a nuclear meltdown, sirens or no siren, people might die anyway. Most people these days have phones, a TV, or both, and even those who don't will likely find out from a friend or neighbor. I love sirens as much as the next guy, but in some applications they are obsolete.
