True, however the sirens in my town go off sometimes and I hear nothing. I'm not too sure if they're testing or there's an actual emergency.

Well, if you get an emergency message on your phone or weather radio (if you have one), it's likely for an emergency. You can likely look up "Bergen County Siren Testing Schedule" and you'll probably get some kind of schedule. Also try asking the local fire department if they test. I asked Berryville, VA's fire co if they tested their STH and they were very friendly and gave me lots of information. (Every Saturday @noon, by the way. I believe that Boyce and possibly the rest of Clarke tests with them.)

The sirens are in random locations to alert volunteer firefighters of a fire call and to also alert cars on the road that fire trucks will be responding. They are also in use in case pagers and radios fail.
