Solving the mystery of Covington, GA

Hello all, I'm asking for assistance on this system. They have several 4 speaker Atlas type sirens in their system, and they have been called Whelen 1004s for many years. I am a bit skeptical of these though- for example, look at the speaker mount differences:
https://www.youtube.com/watch?v=xiflsz18JLA
https://www.youtube.com/watch?v=4gy0JbmrQfM
and also note the difference in sound.
Then, the controller differences:

https://www.google.com/maps/@33.573976, ... 384!8i8192

Compare the second link to this Loudoun controller:

https://www.google.com/maps/@34.4768399 ... 384!8i8192
I've heard rumors of these possibly being Loudoun ES-1000s. What do you all think?

Those are definitely not Whelens. The Whelen WS-1000 was eight speakers, 125W a piece. Period. You’re right to be skeptical of that. They definitely have a sound that isn’t Whelen either. The 1000 controller sounded identical to the original WS-3000 controller tones.

did the WS-1000 use the same tone generator as the later WS-2000 and WS-3000?

As far as I know. This is the only video I’ve seen of a legit 1000. And the tones match.

One of the Siren Contest recording submitted years ago was of a WS-1000 and I believe a 2T22 sounding in attack in the distance. Very cool sounding. I will see if I still have it
