That is indeed a Fedelcode Model 20. Next time you're there, try to take the shroud off of the siren and get a better shot of the internals if possible!

I did attempt to earlier before I left but the shroud is welded to the rest of the outside body.

That doesn't look completely like a Fedelcode though....

Most examples on the internet have 4 total shrouds- 2 on top and 2 on bottom.
Then there's this weird siren that has 5 total shrouds- 3 on top and 2 on bottom.
The mystery siren here doesn't fit into either of those descriptions- it has 2 top shrouds and only 1 bottom shroud.

One of the bottom shrouds definitely seems to be missing. A shroud usually goes above the vent. I think it's a close match

I was told it had been sitting in a warehouse and was never actually installed to their knowledge(the belief was that it was a spare/extra). Looking at my extra photos/videos, there is no obvious line where there was a 4th shroud, and also it would seem like it would limit the space underneath the wiring port(90 degree bend besides the door).
To make things even more confusing, earlier I got a picture from underneath the pallet which unfortunately shown that the rotor is cracked in spots. I shown one of my friends who said that it did not look like a normal Fedelcode/Federal Signal rotor but instead reminded them of a Sterling rotor.

darn, not sure how bad those cracks are but I wouldn't run the siren like that. Wonder if the casting is defective.

That almost reminds me of one of the Weltex sirens with a custom shroud. Across the various model 20 shroud variations I've never seen ones with louvers that look like that. The top and bottom louvers seem to have a much larger lip than most model 20s or classic federal sirens. Compared to a model 20 these louver types seem very different.

what?
weltex sirens are a single rotor - this has 2. Here's a video of a weltex:
