Possible rare siren in Odem TX? Or maybe an HOR SiroDrone?

In the southern part of Odem, a suburb of Corpus Christi, I swear there is an HOR SiroDrone or other similar siren by the road as you head into town facing north. It's on the right side of Highway 77, and it most definitely has a motor inside. However, this siren has quite the strange housing, being not as pointy as some SiroDrone housings and also with a quadrilateral pyramid shape. What compounds this more is that it doesn't seem to be hooked up to anything, it's just sitting on a tower. If it isn't a SiroDrone, then what is it?

that appears to be a modified model 5 short housing. I've seen one up close, the motor looks very similar to one.
i can see there are two different connections, one to the telephone pole, and one to the ground. i'd say it used to be telephone-activated.
