The second picture isn't a federal at all-it's a Littlefield-Alger siren! Basically a small Siro-Drone.
This is the Littlefield Alger siren mentioned. Pretty small in size, honestly comparable to a Model 1. HOR was believed to make small sirens very similar to these, but AFAIK none have ever been absolutely confirmed.
