EOWS in raleigh/garner and ECN? In richmond.

I have a question, On i-95 richmond va has multiple ecn sirens scattered around the city, I believe the 2001-130’s are the storm sirens, but each time we drive through Richmond we see them. And the city of raleigh and garner sirens EOWS 115’s are very strange too, because I’ve never heard them but each place we call about them each person says something different about them and I was wondering if you knew anything about the two.

I've been to Richmond, VA a few times in the past year and I cannot recall seeing a ECN siren from I-95. While there are a system of 10 sirens (1 WAVES, 1 2001-130, and 8 Eclipse-8s) owned and maintained by VCU, I'm sure that's the only siren system in Richmond.

The Richmond sirens are probably for VCU and the EOWS sirens in Garner are flood sirens. That system is composed of 18 sirens stretching down to Smithfield and are used only for flood warnings.

The WAVES siren at VCU is an Alertus HPSA. They replaced one of their 2001-130s with a HPSA-2400 after the rotator gave out. I don't know when that system initially went up, but Federal at one point shipped a bunch of 508s, 130s, and possibly some Equinoxes that used a nylon bushing in the rotator assembly that would swell up from the moisture in the air and lock the siren up. There is a 130 here in Georgia that locked up like that, and that siren ended up being replaced with a refurbished 2nd gen 2001-SRN. It might be possible that they are starting to install more HPSAs to eventually phase out the old system. They apparently have a full Alertus campus warning system.

Now that you mention about it, Its likely that VCU may actually now have a system of these Alertus sirens. Back in August of last year when I stopped by Richmond to visit the Eclipse-8 atop the West Carry Parking Deck, I noticed that the disconnect was locked off for no apparent reason. This made me believe that it was replaced by something nearby, or simply shut it off to prevent tampering, but I couldn't see/spot anything nearby that would've replaced it or how someone would be able to tamper with it.

Overall, it's possible VCU has a system of them. I wouldn't be too surprised if they did.

Also by any chance did yall know if raleigh had a specific siren test date or do the sirens only activate in a true emergency.?
