Neither of those are very weird, though I will say that, having worked on an idaho map, they have a very large amount of small federals

This thing looks pretty normal apart from the weird shroud-looking thing on the bottom, but what freaks me out is that it's a 10/12 port siren

I think it was the original shroud that just broke off. It is just a 10/12 port model, and might be the only one in existence!

Coded, 10/12 and single phase. They used the coding damper for fire calls back in the day.

How can I even tell if a siren is coded? If you show me a coded P-10 and a normal one I assure you I won't see any difference
