I've found it. It was near the Walt Disney Concert Hall, and was unfortunately removed in 2019 during construction.

Thanks for finding it! But also, it was removed in October 2017 to be restored, then put back up. You can see the weird mount and how short it is.

If I remember correctly, The actual SD-10 sirens were replaced by props of them for some kind of war of the worlds event in Downtown L.A. during that time. And after the event ended, I think they are now just being used for a art project.
