You sure that's a 2001 or one of those 2001 clones made by Chinese company Lion King? Because I'm not seeing any Federal logos on that thing.
Oh, and if you don't mind me asking, what's the story behind your username Corollagirl? It just caught my attention because I happen to be quite the Corolla nerd.

We have a Corolla (plus the gender) and yea but its the best and i mean best way i can possibly explain it

I didn't know Lion King made 2001 knockoffs. I just know them for that big trailer-mounted siren with the cab on it.
And I loathed my 2005 Corolla with the 5-speed manual in it - it was such a slug

Lionking makes a ton of ripoffs. They've got ripoffs of the 2001-SRNB, Model 2, T-121, Sentry 3V8-H, and Chrysler of course. They even have a ridiculous bicycle powered siren and a siren that's literally just a vertically mounted MS-590.

That's a LionKing copy of 2001. And its actually located in russia, Perm. The ECN was used to translate Covid-19 messages, and then got disconnected. There was a news reportage about them, but its on russian.

That does appear to be a LK-2001. Latvia has real 2001s on their system, so I don't think this is one of theirs. Given the flags behind it, it's probably in Russia. Also, I really wonder how well made the LK-2001s actually are, because they seem like they wouldn't be too different from a standard 2001-SRN/SRNB.
EDIT: found the exact location, its atop the administrative building at these coordinates in Berezniki, Perm Krai, Russia 59.4079983693078, 56.805003876343946

While yes, Latvia does have a system of 2001s, this specific 2001 is not in Latvia, you can clearly see the flags behind the sirens, which are the flags of Russia, Perm Krai( a krai is a subdivision similar to a state), and the city of Berezniki. This 2001 also lacks a logo and has a cubical rotator box that's larger than that of an SRNB, which indicates that it is an LK-2001 and not a genuine federal signal unit.
