I just found a old newspaper piece that mentioned the cities that used Chrysler Victory sirens:

Portland, Oregon, had six of them with plans for a seventh.

IIRC they actually did have all 7 at some point? not sure.

Seattle, WA had six Bell Victory sirens.

I know localities in the DC Area (Fairfax, Arlington, District of Columbia, Alexandria City, Prince Georges, Montgomery) had several Chrysler sirens in each county. All were later phased out by Thunderbolts in the early-1970s.

Raleigh may have had one, unconfirmed but a few residents have accurate ish descriptions of it.
