Mexico has Modulators. (they use a custom tone)
I specifically looked to see if I could find these, since I never knew Ciudad de Mexico has outdoor sirens, but I only found relatively small megaphone-looking ones like these:

If you do some hunting and dig up a Modulator or two in the city, please let me know and link the streetview.

There was this one US AFB around Afghanistan if I recall correctly? They had a system of Whelens and WAVES throughout the base.

I'm sorry for trying to send you down a rabbit hole there. I thought that you were meaning Ciudad de Mexico since that's the only place I knew had sirens until now.

The thunderbolt thing is a rumor, stemming from a post on this board from way back in the day in which someone mentions hearing what sounded like a Thunderbolt while they were in Metro Manila. im not saying its impossible that one could exist, but its certainly not likely and will need further proof than just an old ARS post.

The Sentries(Sentrys?, idk pluralizing brand names is weird), however, are real. There are several systems across the country actually. In Illigan City, they have a system of 7V8s, and one Model 7 (C3 1/2 type). In Davao City, there's a system of 16V1T-Bs. in San Fernando, La Union (not to be confused with San Fernando, Pampanga) there is also a 16V1T-B, and maybe a full system of them as well, i don't exactly recall.

EDIT: ok so i guess i mandela effect'd myself into believing that there was a Model 7 in Illigan City, because i searched all over the place for it only to find nothing. I guess i was mixing up Tagum's 7 with Illigan's Sentry system.

i forgot the location its on some UK siren map but there's 3 3/2t22s in the UK some DSAs and some modulators and a 2001-130 and a banshee and some cyclones in London i think
Severnside, UK has a system of Modulator 6024s and DSAs. Sullum Voe Oil Terminal has two known 2T22s in 50hz, hence the short motor.

Then there's this:

I have no idea where these custom Mods and DSAs are located but there's supposedly a 2001-130 in the UK too. Hope these are all the sirens you are referring to.
