I have a friend who lives in the Pottsville area, and he can confirm that they are in fact speakers. As to why they exist in that very siren-esque setup, i do not know.

There is a similar setup to this somewhere near Adairsville, GA at a church. I might try to find it again someday.
Edit: Just passed by the church, I am sad to say it is gone now.

It’s confirmed to just be an normal speaker cluster not a siren

I'm willing to bet what's going on here is that those are probably church bells. Atlanta TX's church near the downtown library has what looks like a Loudon of some kind, but I can confirm that they instead play hourly chimes and they also play "Amazing Grace" at 5 PM.
