I can say with utmost certainty that these are not Decot; they never made anything horizontal, much less in a style like this. Last I remember I don't think there ever was a consensus. We're waiting on someone to go out and get some high-quality pictures up close if they're even still there now...
EDIT: I just noticed that the station in Newell now has an OA-2/2902 mounted on the roof, and it looks like some of the junk on the backside of the station was cleaned up. The likelihood of that thing still being back there seems pretty slim now...

I just realized something: The part between the choppers is way too small for a motor.
I'm starting to think that the base of the siren is actually the motor, and the middle part is a gearbox! If you look closely, you can see that the base kind
of looks like a motor, and the middle kind of looks like a gearbox.
Looking in the newest street view, you can see a handle on the top of the siren. Is this a type of handheld siren turned into a normal siren?

There for a second I honestly thought those two vents on the side of the building were wall mounted 2001-130s! Im an idiot! The handle idea you mentioned could have been for lifting the siren onto a pole but I could be completely wrong.

Since it's so small, I'm guessing it was used for lifting it up by hand, or as I stated before that could have been a handheld siren before being put up on the roof.
