It is fairly busy, with daily commercial flights and a brand new upgraded terminal. I've already tried getting it and it's a lost cause.

If this is the case, you may unfortunately have to find another siren that the owners are willing to give away in the area. It still may be possible as long as you have permission from the airport and the Clean Community System building.
