I’ve been talking to a city about their old model 5 (decommissioned). I now own it and don’t know how to get it off the tower. See picture below.

I've assisted with two similar removals over the past year, so I can offer a bit of advice:
Your best bet is to reach out to local crane companies and determine the cost to have them come out. As this looks to be a standard tower, I'd say that 5 is about 45 feet up, so be sure to request a crane with more height than that. In addition, rent a towable boom lift to assist the crane up-top, again something with a similar reach is ideal. The easiest way to remove it would be to use a sawzall and cut the angle irons underneath the mount to break it loose.
The only major concern I see here is the power lines running to the tower. Can you confirm that the siren has been disconnected and all power to the tower is not live? That could pose a liability, and some crane companies may not want to work around that.
Finally, be prepared to spend some money to get this done. Depending on where you are located and what rentals are around, you may have to spend a decent amount to get this done. Good luck!

I am responding from my alternate account (forgot the password to "thehurricane130"). I recently visited the siren and the power lines must've blew down or were removed since that google maps photo was taken.

That's amazing! Do you have the top portion of the cover too?
