Can somebody please tell me what the thin cones inside the EOWS horns are for?

I've looked everywhere and can't seem to find anything! I'm just wondering how the "driver tube" is actually connected into the horn and what the cone in the center is for. I'm also confused on where the sound actually comes out of? (through the back of the horn)

It's a reentrant horn. Think of a very long straight horn (like the PA horns commonly mounted alongside sirens in Japan) that has been folded twice to make it more compact while maintaining the same effective length.
