This sounds at first blush like a sterling of some sort, but I can barely hear what seems IMO to be a dual-toned accompaniment.

Any concrete ideas?

Sterling 2v8 when i took Essentials we did parts of it at Rayburn I never got the chance to record this siren while we were there tho.

they are on top of a hill above kittanning pa and we could also be hearing West Kittannings SD10 or Sentry 7v whichever 1 they use at the moment. since they are the rescue company for Rayburn and this call here was a vehicle accident

This siren along with all 3 of the Kittaning sirens(Model 2, STH 10 and a Model 5\7 also activate for a 1 minute curfew blast at 9 pm.

Quick tip
