It looks like some kind of speaker to me. There are numerous football stadiums and other places around here that have speakers that look identical to a T-bolt horn.

We have horns at the NY-Vermont ferry, and they have a rough-cut look of a Tbolt.

my favorite siren? ACA cyclone (seen and heard in person) and thunderbolt series (never seen nor heard in person)

The horn sorta looks like it is from a Thunderbolt, but the big piece behind it might suggest that the siren is a compression driver.
