They can't seem to get the low notes in the "Santa Claus is coming to town" part right. That's the most disconcerting part that really makes it so creepy.

Somehow, I think Silent Hill might be better with this rather than the sirens...

Sounds like some kind of messed up steam whistle. What ever it is, they can't keep it in tune. It sounds more funny to me than scary. Does anyone know anything about exactly how they're getting all those notes out of that thing?

It's a single chamber steam whistle that is capable of changing it's tone by a mechanism inside that changes the cavity's length. That is why there is a transition between each note and not a sharp change.
