I'm thinking that it's either a 2800, or an older Vortex Omni.

Sounds like an older model WPS 2910. The tone is too low for 2800 series.

Do the newer 2910's sound the same as 4004's? When was the pitch for the 2910 razed?

The new 2900 and 4004 series sirens sound a 560 hz pitch. The 560hz was determined to be in the sweet spot for the amplifiers for the WPS2900 and produced greater decibel levels for the WPS2900. The Vortex and other tone only Whelens remain at 455 hz range.
