Town Siren?

Sounds like a Carters' Siren to me.

This is the classic British siren built by Carters, Gents, Castle Castings, Klaxon, Secomak, or a number of other companies. All are 10/12 ratio but sound a lower tone because the UK uses a 50 Hz. electrical system. Most war movies borrow the sound of these sirens, making them the most recognizable WWII air raid siren sound.

Man! I am going to find out where this Siren is!!! I can confirm this is a UK Siren. It is most likely a Castle Castings Model.
