Somewhere in Canada. Maybe some Alertronics from Sarnia?

I seriously doubt that those are Alertronics. They're probably either ATI's, or Federal Siratone/EOWS sirens. I've heard an EOWS-612 before, that sounded a lot like that when it was in Whoop.

I heard that Sarnia's Allertronic 6000s have been taken out of service. I just went to Sarnia yesterday and the Allertronics seem pretty good; I wonder as to why they aren't operating anymore.
What you're hearing are probably the EOWS* 1212s at the refineries. I guess the guy didn't tape the Modulator doing Westminster Chimes!

Those sound exactly like the fire alarms in my old college dorm.

Definitely EOWS of some kind. Compare it side-by-side with another EOWS clip on YouTube. (Google is your friend.)

That video is a new exact tone of a 612:

Towards the middle of the MP3 I posted, you can hear the clicking then re-verb easily like the one posted at original.

The one in your MP3 is a little higher pitched than the ones in the YouTube video, but they definitely sound very similar. I think that the ones on YouTube are 1212's though, because they don't appear to be rotating.
Does anyone have a clip of a Modulator in Whoop? They may also sound like this. I've only heard Modulators do Alert, Attack, Pulse, and Westminster Chimes, not Whoop.

Never have heard a modulator do whoop to be honest.
Yes, it very well could be a 1212. However need a picture at least to confirm what it exactly may be.

Neither have I. Probably either an aftermarket tone module or a very, very new model.
