Maybe, but it's the wrong pitch and the wind down is different. Total opposite for me. I think the way the wind-down lingers, as well as the way the windup stops, is very electronic sounding. Teho-Ulvo's wind down ends with prolonging tone an octave lower than it's peak pitch, whereas this siren does not. I've never heard of a Teho-Ulvo with a different sound chip, and they are Finnish, and this video takes place in the Phillipines (I think, based on the description)

I don't know if it's a knockoff, but it's possibly an electronic siren.
