Underpowered STH-10

Isn't their wind-up usually long and therefore would mean that it's not underpowered?

That's either a newer STH-10, a single phase unit, or it's underpowered or sick. It sounds very sluggish on startup.

The person that owns the video says that it is a 3 phase unit.

IT probably is getting 3 phase from Phantom Phase configuration. siren's on this set up start a lot slower
