I kind of looks like a Mars siren... (Taking a wild guess.) I have bearly any knowledge of Mars, but I don't think that its a Sterling, but I guess Sterling too.
I'm probably wrong, but I would like to be corrected, that way I know what siren it is.

The housing is shaped something like a Mars siren, but my guess is some unknown horizontal siren with a homemade housing. The thing on the back might be some kind of retroreflector to force sound the other way or to shield nearby houses. A clearer photo would tell more.
