There are many fire stations in Germany where this type of siren is still on the roof, usually alongside an E-57 or contained within a dual-rotor siren. Do any fire departments still use the low pitch signal for fires?

Maybe, but I'm doubtful.
Ever since the war has ended, the threat of a raid is almost none. So now, probably to save money, the German government is using one specific siren in that area. Now, it is also more of a matter of signals than of the pitch. I think that a warning was urgent in the war, so education of a specific warning had to be quick. For most people, a difference in tone is much more recognizable than a difference in signal, sometimes.

As far as I know, no low tone sirens are used anymore. Usually the fire depts use the old E57 civil defense sirens. Sometimes low tone sirens are used by factories as shift signal.
