Civil Defense, Tsunami & Tornado warning siren volunteer

I had a thought this weekend while I was playing around with my Model 7, Most cities and states have gotten rid of there warning sirens that are typically air raid sirens. Most that are still in place are in poor condition. These sirens have been "let go" since the development of the "emergency broadcast system" My thought was what if there is some kind of catastrophe and the event (may it be a huge strorm, air attack, or nuclear strike) takes out the city or states power supply... how would people be warned? This may sound incredible but I still know of people that do not own a cell phone, TV,or a computer...how would the EBS reach these people? I think there should be a data base maintaned by the Government that list Volunteers that have working and possibly even mobile Civil Defense/Warning sirens. This way the volunteers could be called upon when an emergency happens. The way I see it is if an alert is required, volunteers would have a pager that would go off when the siren is needed, the pager would also have a text for location needed and other instructions. Some government grant would fund the volunteers to have an "official" trailer that would hold the siren and power supply. I just wanted to share my thoughts...
