I know it has to be electronic.
OK, now, I have one of two guesses...
1. ATI
2. Single toned Modulator
Whelens are lower pitched than that.

I'll bet its an ATI-Notice how it winds up then immediatly goes back down-no transition what so ever. Odd thing, it doesn't beep like the ATI's do.

The circuitry of an electronic toy bicycle siren makes a better attack wail than an ATI.
