Well it does say on the opening part of the clip that it is a whelen 3016!?!

Ture but it sounds awfully fast to be a Whelen. Their wails are one continuous wavering tone. I don't think it's a Whelen.

That is the old Whelen wail. I've heard this signal many times around here on omni WS 2000s, mainly WS 2016s. I have a recording on tape of the 2016 in Middlefield sounding for a fire call, I'll post it in a few minutes.

That VERY FIRST wind down, after the intro screen, does sound identical to a 2001 winding down. It's got that high pitched echo/warble to it that 2001's have. Are the 3016 and the 2001 the same pitch?

I think that it is a Whelen 3016, because of its sound. Also mote that this video was taken by Ian; he lives among Whelen 3016s.

I grew up in Grove City and all they have are Whelens. there are no 2001's . If you hear at the end of the recording it sounded like a horse. If that is the Beulah park siren then yes it is a 3016. to my knowledge it is also the first time that the sirens have sounded in attack and not in alert mode for a tornado warning.
