Did Federal ever make EOWS 612s as single-toned, or were they all made to be dual-toned?

Some of them were single tone. Watertown, SD's 612s were originally single tone.

It sounds like a Mod because it has an Ultravoice controler in it, the same controler that a Mod uses. This siren is essentially a Mod with the EOWS-612's rotator and speakers. These 612's with Ultravoice controlers seem to be popping up a lot here lately.

Consider it as a cheap way of retrofitting it without having to replace the entire unit.

The EOWS612 siren as far as I am aware in Leawood, KS is the same setup as this one... but not this high of pitch. :P

I noticed that high pitch too. It peaks at around 850 Hz.

Well, as far as I know the original EOWS* 612s' tone generators were analog and the UltraVoice controllers used digitally controlled tone generators; retrofitting the controller should be enough to increase reliability in tone consistency and output.

I don't know what the hype is with fitting a UV to an EOWS* 612, in Monroe County MI most of the 3016's are fitted with them as well.

That's exactly right! And the Ultravoice's Dual-tone and be remotely programmed to be a single tone via the msk wireless radio modem.
