Well, they do that because it's just for a touchdown and/or a field goal and doesn't really need to be sound off anymore than 5 seconds.

Well, the siren is operated by a student group at the University of Houston (who were probably taught how to activate the siren and shut it off) called "The Frontiersmen".

So for anyone that lives in the greater Houston, Texas area and knows the UH Cougar Football team, at every home game they use a siren for whenever UH gets a touchdown and/or field goal.
