I'm pretty sure this is just a Model 5 without a housing, but I'm not 100% sure. I believe it has 8 ports, so that would rule out the possibilty that it's a Model 3, right? I don't know how you tell the difference between a Fedelcode 5 and a normal 5, so I'm not sure if this is a Fedelcode or not. I might have heard somewhere that all 8-port 5s are Fedelcodes, but I've seen one that isn't (the one in my avatar picture, actually.), so I'm not sure.

That's actually a W.S. Darley 3V8, which I think was originally designed by Sterling, but it has a lot of Federal design traits too. This one is indeed an 8-port version, and there were also 12-port models made as well. They look almost like a cross between a Federal Model 5 and an Erick Fire Siren to me.

That's what I thought it was when I first saw it, but figured that it was probably a Model 5 without a housing and a custom "hat", because quite a few local fire departments use 5s. I can't find many good pictures of Darley 3V8s to compare it to, and the ones I did find all had a different cap thing on top, but the one in my picture looks custom anyway.

Here's a siren I've only seen in 2 places: the former fire department in Verona, IL, and the Allen Township Fire Department in Ransom, IL, which is the one pictured here. I don't know anything about it.
